12 oz rigatoni pasta
2 tbsp unsalted butter
2 tbsp all-purpose flour
2 cups whole milk

1/2 cup grated Parmesan cheese
1/2 tsp garlic powder
1/4 tsp red pepper flakes (optional)
Salt and pepper to taste
Instructions

Cook the Rigatoni:

Boil rigatoni in salted water until al dente according to package instructions. Drain and set aside.

Prepare the Steak Tips:
